erm you right click on your layer>blending properties and click outer glow thats for photoshop cant mind if thats what you were using

For gimp, you gotta do weird blurs and stuff. Filters > Blur > Gaussian Blur . etc.

yeh you do that on all gfx programs do it this way. say its text make you text layer then duplicate it now the one underneath guassian blur it with radius of bout 4.0 should look ok that way the main text is still staying solid
